Transportation [CPSC]; Authorizes counties within or under interlocal agreement with regional transportation or transit authority to levy discretionary sales surtax for transportation systems under certain conditions; provides that county commission may apply proceeds from charter county transportation system surtax to planning, development, construction, expansion, operation, & maintenance of on-demand transportation services, etc.
