GENERAL BILL by Rogers
Small Businesses; Authorizes small businesses to submit bids, proposals, & replies for portions of bundled contracts; authorizes agencies to award separate contracts for portions of bundled contracts; authorizes agencies to award contracts to small businesses that submit bids that exceed lowest responsive bid; requires agencies to give preference to bids, proposals, & replies submitted by small businesses, etc.
