Health Care Fraud; Prohibits AHCA from issuing initial license to home health agency for purpose of opening new home health agency under certain conditions until specified date; provides exception that authorizes AHCA to issue change-of-ownership license to home health agency until specified date; revises grounds on which agency may deny or revoke application for initial license, change-of-ownership license, or licensure renewal, etc.
