Psychotropic Meds/Children/Out-Of-Home Placements; Repeals provision relating to authority of DCFS to prescribe psychotropic medication to child in its custody; requires that guardian ad litem be appointed by court to represent child in custody of DCFS who is prescribed such medication; requires that express & informed consent & assent be obtained from child or child's parent or guardian; provides requirements for prescribing physician, DCFS, & court, etc.
