Administrative Procedures [CPSC]; Requires an agency's notice of rule development to indicate whether the rule may have an adverse impact on small businesses. Requires that the agency also notify the Small Business Regulatory Advisory Council if the rule may have an adverse impact. Revises provisions relating to an agency's response to a proposal by a substantially affected person for a lower cost regulatory alternative to a proposed rule, etc.
