Renewable Energy [EPSC]; Cites act as the "Florida Farm to Energy Act." Requires investor-owned electric utilities and participating municipal electric utilities and rural electric cooperatives to collect renewable energy fees from retail electric customers. Provides for the deposit and use of such fees. Provides procedures for municipal electric utilities and rural electric cooperatives to participate or terminate their participation, etc.
