Florida Commission on Ethics [GPSC]; Authorizes the Commission on Ethics to initiate on its own volition an investigation of an alleged violation of the code of ethics and of any other breach of the public trust. Increases the civil penalty that may be imposed on public officers, employees, and others for violating the code of ethics and for any other breach of the public trust, etc.
