State Judicial System [SPSC]; Construes application of the common and statute laws of England to this state. Requires the Supreme Court to develop a plan for certain civics promotion and judicial branch education purposes. Requires the Auditor General and the OPPAGA to conduct biennial full audit reviews and examinations of the state courts system and the Judicial Qualifications Commission, etc.
