Medicaid/Behavioral Health Services [WPSC]; Requires that funds repaid to the Agency for Health Care Administration by managed care plans that spend less than a certain percentage of the capitation rate for behavioral health services be deposited into the Medical Care Trust Fund. Provides that such repayments be allocated to community behavioral health providers and used for Medicaid behavioral and case management services. Provides for payment to unpaid providers.
