Substantial Assistance [SPSC]; Permits state attorney to request sentencing court to reduce or suspend sentence of convicted felon who provides substantial assistance in identification, arrest, or conviction of any accomplice, accessory, coconspirator, or principal of that felon or another felon; provides that arresting agency be given opportunity to be heard in aggravation or mitigation, etc.
