Property Taxation; Revises criteria under which transfer of homestead property is not considered change of ownership; requires property appraisers to consider existence of cancer cluster in determining assessed value of property; authorizes persons who rent certain heavy equipment to collect tangible personal property tax recovery fee on certain heavy equipment property rentals for certain purposes, etc.
