Renewable and Clean Energy; Proposes creation of s. 10, Art. II of State Constitution to provide for safety & welfare of citizens of Florida by meeting state's energy needs in ways that promote sustainability & protect & preserve state's natural environments, vulnerable ecosystems, & shores; to focus state's energy production on sources other than oil & fossil fuels that endanger national security, public health, & economy, etc.
