State Employee Bonus Initiative; Creates State Employee Bonus Initiative, an online state employee suggestion program for reducing state government costs; provides duties of Legislative Budget Commission relating to program, including creating & maintaining program website; provides program requirements; provides for monetary award; protects employees from certain adverse & discriminatory actions; prohibits state agency heads & elected & appointed officials from participating in program, etc.
