Postsecondary Student Fees; Requires acquisitions of improved real property funded through use of capital improvement fee by district school board or Florida College System institution board of trustees to meet certain requirements; authorizes Florida College System institution that has not met certain relative space needs to establish capital improvement fee for 5 fiscal years; provides maximum fee amount; provides requirements relating to use of fee.
