Developmental Disabilities; Establishes Developmental Disabilities Savings Program to allow for advance payment of services for children who have developmental disabilities & will be ineligible for certain services due to age; provides that program may not be implemented until certain legal opinions are obtained; establishes Developmental Disabilities Savings Program Board to administer savings program.
