Noncriminal Traffic Infractions; Revises provisions relating to use of traffic infraction detector when driver has failed to stop at traffic control signal pursuant to specified provisions; revises procedures applied to person identified by motor vehicle owner as having care, custody, & control of vehicle when violation occurred; provides for notification & citation within certain time periods after receipt of affidavit from owner identifying such person.
