Development of Oil and Gas Resources; Authorizes Board of Trustees of the Internal Improvement Trust Fund to enter into public-private partnership with business entity to develop oil & gas resources on certain onshore state lands under specified conditions; provides that financial, technical, & operational risk for exploration, development, & production of gas & oil resources is responsibility of private entity; provides for proposals & contracts.
