Educational Personnel Evaluation; Revises criteria upon which performance of instructional personnel & school administrators is evaluated; revises provisions relating to measurement of student learning growth for purposes of evaluation of classroom & nonclassroom teachers; requires State Board of Education to establish fair method to ascertain student learning growth used to evaluate teachers of exceptional students & students who are not tested by statewide assessments or end-of-course assessments.
