Professional Sports Franchises; Exempts admissions to specified events from sales & use tax; adds Major League Soccer to meaning of term "league"; increases number of facilities that may be certified as new or retained professional sports franchise facility; provides that previously certified applicant is not eligible for additional certification under certain circumstances; requires DEO to reserve one new facility certification for new Major League Soccer franchise.
