Affordable Housing; Revises provisions for terminating certain rental agreements; provides that access to essential commercial goods & services for persons of low income served by housing authorities is public use; prohibits use of eminent domain for certain purposes; expands certain powers of housing authorities to include certain commercial projects providing essential goods & services; provides for use of revenues received from projects; reenacts provision relating to tax exemptions applicable to housing authorities created pursuant to certain federal programs; provides that there exists shortage of access to essential commercial goods & services necessary for daily living for persons of low income; expands certain powers of state public bodies to include certain commercial projects providing essential goods & services; revises & provides findings & declarations of property of tax exemption for housing authorities relating to access to essential commercial goods & services necessary for daily living for persons of low income; clarifies that activities & property of certain persons are not exempt from taxes & special assessments; provides that certain real property of housing authority is exempt from ad valorem taxes & special assessments; revises requirements for public housing authorities to form self-insurance funds.
