State University System Performance Funding Model; Authorizes state universities to receive designation as preeminent state research universities; requires BOG to establish SUS performance funding model & reporting system; specifies standards for purposes of performance funding model; requires BOG to implement weighted scoring system to measure university achievement of excellence or improvement; provides funding & reporting requirements; requires BOG to design & annually disseminate university report cards.
