Federal Write-In Absentee Ballot; Authorizes absent uniformed services voters & overseas voters to use federal write-in absentee ballot in state or local election; authorizes elector to vote on ballot measure in election using federal write-in absentee ballot; specifies that vote cast in judicial merit retention election is treated in same manner as vote on certain ballot measures; allows for minor variations in name of ballot measure; prohibits supervisor of elections from canvassing federal write-in absentee ballots from overseas voters in certain elections until specified period after date of election; revises minimum requirements for DOS rules used to determine what constitutes valid vote on federal write-in absentee ballot.
