SB 1242: Interstate Compacts

GENERAL BILL by Hays

Interstate Compacts; Adopting and entering the state into an interstate Compact for a Balanced Budget; exempting the compact from the Article V Constitutional Convention Act; providing for proposal by the compact’s member states of an amendment to the United States Constitution requiring the Federal Government to maintain a balanced budget with certain exceptions; providing that the balanced budget amendment is not considered ratified until ratified by a specified number of states; authorizing severability of the compact under certain circumstances, etc.
