Freight Mobility & Trade Projects; Revises provisions relating to fees collected by DHSMV for issuance of motor vehicle certificates of title & related services; provides for certain funds in State Transportation Trust Fund to be set aside for specified freight mobility & trade projects; revises provisions relating to motor vehicle license taxes; provides that certain fees collected shall be set aside for specified freight mobility & trade projects.
