Seclusion and Restraint of Students with Disabilities in Public Schools; Provides requirements for use of manual physical restraint; prohibits use of manual physical restraint by school personnel who are not certified in specific techniques; prohibits school personnel from placing student in seclusion; requires parents to be notified of school district's manual physical restraint policies.
