Driver Licenses; Prohibits suspension of person's driver license solely for failure to pay penalty if person demonstrates inability to pay; revises provisions for application to clerk of court for indigent status, collection of court-related fines & charges, traffic citation forms, suspension of driving privileges for drug & alcohol offenses & other specified offenses, reinstatement on restricted basis, conversion of financial obligations into community service, & nonenrollment & nonattendance in school; repeals provisions relating to school attendance requirements, notice of suspension or revocation of driving privileges, reasons for reinstatement, & certain access to identify person who is subject of warrant or capias for passing worthless bank checks.
