Petroleum Restoration Program; Revises eligibility requirements of Abandoned Tank Restoration Program; revises legislative intent & purpose of Inland Protection Trust Fund; revises the criteria for determining rehabilitation program tasks; revises conditions for eligibility & methods for payment of low-scored site initiative costs; revises eligibility requirements for rehabilitation funding; provides additional funding for remediation & monitoring under certain circumstances; revises advanced cleanup application requirements; increases total amount for which DEP may contract for advanced cleanup work in a fiscal year; authorizes property owners & responsible parties to enter into voluntary cost-share agreements under certain circumstances.
