CS/HB 7083: Ethics Reform

GENERAL BILL by Government Accountability Committee ; Public Integrity and Ethics Committee ; Sullivan ; (CO-INTRODUCERS) Metz

Ethics Reform; Repeals provisions relating to state, state university, & community college employee lobbyists; prohibits certain public service announcements by specified governmental entities, persons acting on behalf of such entities, & elected officials; revises applicability of certain provisions relating to contractual relationships; prohibits public officer or employee of agency from soliciting specified employment or contractual relationships; authorizes Commission on Ethics to investigate certain disclosures; prohibits legislators, statewide elected officers, appointed state officers, & agency directors from certain compensated representation for specified period following vacation of office; deletes provision prohibiting former legislators from acting as lobbyists before certain entities & persons for specified period following vacation of office; provides commission responsibilities; prohibits certain officers & employees from soliciting employment or contractual relationships from or negotiating same with certain employers; requires lobbyist to electronically register with commission; revises lobbyist registration, compensation report, principal designation cancellation, & investigation requirements; revises lobbyist registration fees; authorizes commission to dismiss certain complaints & investigations.
