Fireworks; Repeals provisions relating to registration of manufacturers, distributors, wholesalers, & retailers of sparklers; removes provisions relating to regulation of sale or use of fireworks; removes requirement that only registered distributors, manufacturers, retailers, seasonal retailers, & wholesalers may sell fireworks or sparklers.
