Inspectors General; Specifies that Office of Chief Inspector General is separate budget entity within EOG; provides Chief Inspector General is subject to Senate confirmation, may only be removed from office by Governor for cause, and may not serve for more than 10 consecutive years; specifies that office of agency inspector general is separate budget entity from state agency in which office is established.
