Housing Assistance; Requires FHFC to establish guidelines for administration of local government risk mitigation programs; authorizes certain landlords to file claim for property damage or unpaid rent reimbursement; provides claim & award requirements; revises percentages of local housing assistance plan funds that may be used for specified purposes.
