Health Care Facility Inspections; Requires AHCA to determine compliance with standards for electricity & emergency power sources during unannounced inspections of licensed nursing home facilities and ALFs; specifies frequency of such inspections; requires agency to adopt & enforce rules requiring facilities to have adequate emergency electrical power.
