Charter Schools; Revising requirements for the annual reports that charter school sponsors are required to submit to the Department of Education; requiring the Charter School Commission, formerly the Charter School Appeal Commission, to recommend denial of a charter school application if the school does not propose a certain reading curriculum; prohibiting specified individuals and entities from submitting an application to open a charter school for specified periods of time, etc.
