Criminal Justice; Revises definition of "completion of all terms of sentence" to remove provision requiring full payment of certain fines & fees; revises provisions concerning use of force by officer against fleeing suspect; provides additional criteria for use of force by officers; revises standard for determining justifiable use of force in defense of person; revises standard of proof needed to overcome prima facie claim of self-defense; requires collection of data concerning offenders eligible for alternative sanctions; requires that officer have probable cause to temporarily detain person; requires law enforcement agencies to adopt standards for pursuit of different types of fleeing suspects; requires judge declining to impose alternative sanction on eligible violator of probation or community control to do so in written order.
