Reductions of Criminal Sentences; Limits maximum term of imprisonment for controlled substance offenses involving certain amounts of specified controlled substances; proving an exception to minimum mandatory sentence for certain controlled substances offenses if certain conditions are met; provides that certain offenders eligible to apply for reduction in sentence after completion of specified period of incarceration; provides procedures for sentencing reviews; specifies factors to be considered; requires minimum percentage of revised sentence be served before offender may be released.
