Public Works; Revises prohibition relating to solicitation for construction services paid for with state appropriated funds; prohibits state or political subdivision that contracts for public works project from taking specified action against certain persons that are engaged in public works project or have submitted bid for such project; requires OEDR to include an analysis of certain expenditures in its annual assessment; requires counties, municipalities, & special districts that provide wastewater services & stormwater management to develop needs analysis.
