Higher Education; Removing a provision relating to the maximum annual start-up and enhancement grant awarded per institution; revising eligibility criteria for the William L. Boyd, IV, Effective Access to Student Education grant program; requiring recipient institutions to submit a specified report to the Department of Education; expanding state university compensation limits to all state university employees, rather than only state university administrative employees, etc.
