GENERAL BILL by Health & Human Services Committee ; Health Care Appropriations Subcommittee ; Children, Families & Seniors Subcommittee ; McFarland ; (CO-INTRODUCERS) Chaney ; Cross ; Eskamani ; López, J.
Community-based Child Welfare Agencies; Authorizes DCF to extend contracts with community-based care lead agencies under certain circumstances; revises requirements for entity to serve as lead agency; requires lead agency's board of directors to disclose any known or potential conflicts of interest; requires department contracts with lead agencies to include certain contractual penalty provisions; requires department, in collaboration with lead agencies & providers of child welfare services, to develop specific funding methodology for allocation of core services which meets certain criteria; prohibits department from changing lead agency's allocation of funds provided in General Appropriations Act without legislative approval; requires contract between department & lead agency to specify rights & obligations to real property held by lead agency during term of contract.
