Department of Commerce; Prohibits local governments from requiring specified documents or fee for pruning, trimming, or removal of trees on certain properties; prohibits county ordinance or charter provision from preempting part of municipal local comprehensive plan or land development regulation; revises requirements for local governments implementing transportation concurrency system; revises legislative intent with respect to adoption of impact fees by special districts; revises procedure for adopting comprehensive plan amendments; increases authorized term of loan provided under Local Government Emergency Revolving Bridge Loan Program; revises duties of Florida Sports Foundation; requires Department of Commerce to establish direct-support organization; renames Florida Defense Support Task Force as direct-support organization; revises applicability of provisions governing credits against local impact fees; revises procedures regarding local government review of changes to previously approved developments of regional impact; revises funding priority for purposes of funding grants under Incumbent Worker Training Program; specifies that certain members of state workforce development board are voting members of board; specifies required actions for proposed revived declaration & other governing documents.
