Department of Management Services; Provides for equal employment opportunity; prohibits discrimination in employment; prohibits executive agencies from engaging in certain employment practices; authorizes certain persons to file complaint with Attorney General or Department of Business of Professional Regulation; provides for competitive procurement of claims review services for state group health insurance plans; revises exempt positions that are not covered by career service system; revises recruitment provisions relating to career service system; revises personnel rules of DMS; revises specified benefits of law enforcement officers & firefighters, respectively; revises powers & duties of Board of Governors; revises provisions relating to advertising & awarding contracts.
