Education; Revises definition of "persistently low-performing school"; authorizes certain entities to directly report their students to DOE; provides requirements for schools of hope to use school district educational facilities; authorizes schools of hope to use certain facilities or co-locate with other public schools in certain facilities; requires certain students to be included in specified school district calculations; requires specified services to be provided to schools of hope at no cost; provides school district requirements; removes definition of "underused, vacant, or surplus facility"; provides requirements for specified disputes relating to certain mutual management agreements.
