First Responders; Provides that funds in First Responders Trust Fund may be used for grants to support first responder mental health; renames Emergency Medical Services Trust Fund as First Responders Trust Fund; revising the amount of fines for certain traffic violations to increase amount of funding for First Responders Trust Fund.
