Education; Requiring a charter school sponsor to use a standard monitoring tool to monitor and review a charter school; providing that a hope operator must submit a notice of intent to open a school of hope to the sponsoring entity, rather than the school district; requiring the sponsoring entity, rather than the school district, to enter into a performance-based agreement with a hope operator, etc.
