Areas of Critical State Concern; Authorizes local governments to adopt ordinances to provide ad valorem tax exemption for certain portions of property used to provide affordable housing; specifies requirements & limitations for exemption; provides exemption from specified payment & performance bond requirements for specified entities; extends specific Florida Forever appropriations to be used for purchase of lands in Florida Keys Area of Critical State Concern; revises requirements for specified local comprehensive plans in Florida Keys Area relating to hurricane evacuation clearance time for permanent residents; requires certain entities to maintain building permit allocation systems; provides for award of additional building permit allocations for specified entities; provides requirements for award of such building permits.
