Local Land Planning and Development; Requires governing body of local government to create program that authorizes applicant to use qualified contractor to conduct preapplication review of application; authorizes local governments, school districts, or independent special districts to use qualified contractors for preapplication review for certain projects; authorizes applicants to bring civil actions; provides for award of attorney fees, costs, & damages; requires governing body of certain local governments & counties to create program to expedite process for building permits for planned unit developments or phases of community or subdivision; requires governing body to create two-step application process; authorizes applicant to use qualified contractor for land use approvals; authorizes applicant to retain private provider or qualified contractor to process, review, & expedite application for preliminary plat or related plans; requires applicant to replace qualified contractor or private provider if conflict of interest is discovered; requires applicant to be responsible for certain fees & costs; revises circumstances under which applicant has vested right in preliminary plat.
