Local Land Planning and Development; Requires governing body of local government, by specified date, to create program that authorizes applicant to use qualified contractor to conduct preapplication review of application; requires development services office of local government to establish registry of specified number of qualified contractors to conduct preapplication reviews; authorizes development services office of local government to register more or less than specified number of qualified contractors; specifies requirements for payment to qualified contractor; requires local government to reduce any application fee by certain amount if applicant uses qualified contractor for preapplication review; requires local government to conduct preapplication review within specified timeframes; prohibits qualified contractor from conducting preapplication review; requires qualified contractor to determine if application is in compliance with specified regulations; provides duties of qualified contractors and development services office; provides that inconsistent local provisions are preempted, void, & unenforceable; provides disciplinary guidelines; authorizes local government to audit work of qualified contractors; prohibits award of attorney fees, costs, or damages; prohibits local governments from creating, establishing, or applying specified additional regulations for approval of final plat; provides requirements for local governments and governing body of certain local governments & counties; authorizes local government to waive certain bonding requirements.
