Aging and Disability Services ; Revises requirements for Medicaid recipients to receive long-term care enrollment offer; requires DOEA to maintain pre-enrollment list; authorizes certain individuals to enroll in long-term care managed care program; requires assessment of enrollee by Comprehensive Assessment & Review for Long-term Care Services program; revises provisions relating to intermediate measures taken against area agency on aging; provides requirements for procurement of commodities or contractual services by area agencies on aging; limits salary of CEO & executive director; requires DOEA to impose penalties; authorizes area agency on aging to directly provide core services; revises frequency of inservice training; requires aging resource centers to include services for adults with disabilities; authorizes centers to adjust pre-enrollment lists; requires center to receive waiver to provide other direct services; revises entity with which DOEA may consult to develop capitation rates; includes supplements to provide for food & nutritional supplements & certain care in subsidy payments; revises qualifications of executive director of Office of Public & Professional Guardians; revises continuing education requirements & disciplinary actions for guardians; provides certain authority for office in conducting investigations; requires clerk to disclose information to DOEA; requires DOEA to provide records to Legislature.
