Impact Fees; Defines "plan-based methodology"; revises provisions relating to intergovernmental coordination elements in comprehensive plans; requires interlocal agreements that coordinate mitigation of their respective transportation capacity impacts to use certain methodology; revises criteria local government, school district, or special district must meet to increase impact fee rates; defines "extraordinary circumstances."
