Legislative Information Technology Resource Committee; membership; powers; duties.

11.39  Legislative Information Technology Resource Committee; membership; powers; duties.--

(1)  There is created a standing joint committee of the Legislature designated the "Legislative Information Technology Resource Committee," composed of six members as follows: three members of the Senate appointed by the President of the Senate and three members of the House of Representatives appointed by the Speaker of the House of Representatives. The terms of members shall be for 2 years and shall run from the organization of one Legislature to the organization of the next Legislature. A vacancy occurring during the interim period shall be filled in the same manner as the original appointment. The members of the committee shall elect a chair and a vice chair. During the 2-year term, a member of each house shall serve as chair for 1 year.

(2)  The committee shall:

(a)  Maintain a continuous review of the use and management of information technology resources by the various agencies.

(b)  Evaluate recommendations proposed by the State Technology Council with respect to information resources management issues and solicit the council's comments on proposed information resources management legislation.

(c)  In consultation with the Joint Legislative Auditing Committee, review and assess the implementation of the information resources initiatives or projects identified in the agency strategic plans.

(d)  Recommend to the Legislature, at least annually, needed legislation in the area of information technology resource use and management.

(e)  Assist standing committees of the Senate and of the House of Representatives with such services as the joint committee may deem necessary.
