Project Description:
This application is for partial funding to construct a Tri County Biosolids Pelletization Facility. The Tri County Biosolids Pelletization Facility (Facility) is a regional facility to serve Palm Beach, Martin and St. Lucie counties in order to dispose of wastewater sludge from 13 utilities in an environmentally sound, cost effective and efficient manner. The Facility will be located at the Solid Waste Authority's landfill at the west end of 45th Street in West Palm Beach. The Facility will take wastewater sludge, dry and pelletize it for resale as and disease free bulk fertilizer. Land spread of wastewater sludge will be eliminated from environmentally sensitive basins such as the Kissimmee River, St. Lucie River, Indian River Lagoon, Lake Okeechobee, and Everglades West Coast. Over the next 20 years, 1,230,000 tons of liquid sludge and 46,225 tons of phosphorus will not be landspread in environmentally sensitive watersheds; this fact will have positive consequences for various ecosystems in South Florida. This project will eliminate inappropriate applications of wastewater sludge and potentially unhealthy applications of liquid sludge onto lands near areas of human habitation. Cost savings associated with phosphorus removal at the sourc as opposed to treatment of stormwater to remove phosphorus range from hundreds of millions to billions of dollars. The Facility will be extremely cost effective using land at Palm Beach County's landfill and methane gas from the landfill as a source of fuel for sludge drying and pelletization.

Measurable Outcome Anticipated:
The anticipated outcome of this project is to eliminate phosphorus loading by the thirteen participating utilities in the environmentally sensitive Lake Okeechobee, Indian River Lagoon, and Everglades West Coast basins due to landspreading of wastewater sludge. 100% of biosolids that are currently being landspread by utilities in Palm Beach, Martin and St. Lucie Counties will be diverted to the proposed Tri-County Biosolids Pelletization Facility. Over the next 20 years, 1,230,000 tons of liquid sludge and 46,225 tons of phosphorus will NOT BE applied to various ecosystems. The sludge will be dried and pelletized and sold for incorporation into fertilizer that will be used throughout the Southeastern United States.
